Technical Proposal Writer

Position Description:
The primary role of this position is to lead Delegata’s proposal process. The Technical Proposal Writer will be responsible for writing strategic, persuasive, and high-quality content for proposals and potentially other media types, including brochures, social media, websites, and more. The Proposal Technical Writer will work closely with our Marketing team, Senior Management Team, and subject matter experts. This position will lead all phases of the Proposal Development process including researching and opportunity identification, tracking of opportunities, content development, assignment of content development, organization of proposal materials, editing, formatting, production & post-production activities, maintaining proposal repositories, and reporting quarterly financial information. The individual will also be required to support other tasks as needed such as the editing/production of presentations and deliverables to clients, maintaining and editing templates, processes associated with the proposal development and resource management function.
Responsibilities include:
- Manage the proposal process to include content design, development, and review.
- Review and analyze draft and final RFPs and related documents and develop compliant proposal outline and responses.
- Develop detailed proposal schedule and ensure adherence to all deadlines.
- Work with management team to finalize win strategy/discriminators and appropriate writing and Subject Matter Expert (SME) resources.
- Prepare all supporting proposal development documentation (outline, team assignments, proposal management plan, schedule, kick-off meeting materials).
- Lead day-to-day proposal management activities, including development of work plans, schedules and action items, to maintain compliance against solicitation requirements.
- Work with management team to finalize staffing plans (including resumes), management plans (including Organizational Charts), and identification of Past Performance references.
- Develop list of questions for submission; monitor amendments and perform impact assessment upon receipt of Q&A and all amendments.
- Write proposal content, including technical sections, management and staffing sections, resumes, project summaries, executive summaries, cover letters, and more.
- Review and edit all sections drafted by other contributors.
- Synthesize raw content from various sources into a cohesive and comprehensive package.
- Collaborate with and interview/translate highly technical information from subject matter experts.
- Strong aptitude for improving organization, flow, readability, completeness, and clarity of technically-intensive proposals.
- Confirm final content is compliant with RFP and client requests.
- Analyze, manage, and update content libraries.
- Other tasks as assigned.
Mandatory Qualifications:
- 5+ years of experience as a Proposal Technical Writer or similar role.
- 4 + years’ experience leading proposal lifecycle.
- Ability to translate highly technical information into pieces that are easily understood by a variety of audience personas.
- Experience writing persuasive content for proposals and marketing/project needs.
- Strong quantitative, analytical, and problem-solving skills.
- Strong driver of processes.
- Strong verbal and written communication skills along with attention to detail and accuracy.
- Strong writing, grammar, spelling, and editing skills.
- Advanced knowledge of Microsoft Office including Word, Excel, and Outlook; Adobe PDF.
- Advanced abilities in formatting, creating, and editing templates.
- Ability to interface and coordinate with all involved departments and senior executives.
- Excellent facilitation, communication, and presentation skills.
- Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes.
- Able and willing to work extended hours to meet dynamically changing needs and delivery schedules.
- Strong organizational and time management skills.
Desired Qualifications:
- Solid understanding of the public and private sector procurement process(es).
- Experience with state LPAs to include MSA and CMAS.
- Experience developing and writing business and technical solution descriptions.
- Experience managing business and/or technical projects.
Education, Certification, Training & Experience:
- Bachelor’s degree preferably in Business, Communications, English or a related field required.
