Business Intelligence Strategist

Position Description:

We are looking for an experienced Business Intelligence Strategist to establish a business intelligence and data management strategy for a large client. We are looking for a business intelligence thought leader, not a data scientist. One who has strategized, planned, developed, and implemented business intelligence programs for medium to very large clients. The scope includes data governance, data stewardship, enterprise information data consistency, and a combined decentralized/centralized use of data in business intelligence reporting. The scope additionally includes self-service business intelligence tools and architectures, along with data access, to enable department decision makers to create responsive business intelligence and analytics insights. We also need a strategy, plan, and implementation of core business intelligence services for complex and enterprise-wide reporting requests, along with data directories and reports catalogues for re-use.

Like most business environments, our clients have both structured and unstructured data sources. This business intelligence strategist role leads the efforts to assess departmental and enterprise needs, define requirements, create roadmaps for achieving strong business intelligence solutions, and helps the client evolve towards evidence-based decision making by treating data as an asset.

Duties and Responsibilities:

  • Evaluate organizational end to end business intelligence and data management As-Is practices
  • Develop a business intelligence and data management strategy based on To-Be goals
  • Lead a team in defining and implementing a roadmap that addresses business intelligence and data governance, architecture, tools, and organizational support models, both for self-service and consolidated services
  • Develop practices, guidance and training to insource skills to client employees including:
    • Performance metrics and KPIs
    • Data cleaning and consistency assurance
    • Data governance, ownership, and stewardship
    • Establishment of golden record (system of record) and master data book of record (data dictionary, data directory) for data assets
    • Translation of business data needs into enterprise data warehouse structure
  • Facilitate the architecture and implementation of data warehouse platform and structure (virtual and/or physical)
  • Facilitate the architecture and implementation of centralized analytics services for trusted reports and analysis
  • Facilitate the architecture and implementation of self-service analytics including GIS, visualization, and dashboarding
  • Establish best practices for machine learning and other AI driven insights
  • Facilitate the acquisition of data from primary or secondary data sources and build databases/data repositories
  • Work with all levels of our client’s organization to prioritize information needs

MANDATORY QUALIFICATIONS

  • Established and facilitated business intelligence and data governance stewardship programs in medium and large organizations
  • Excellent written and verbal communication skills for leading cross-functional teams
  • Must be comfortable working at all organizational levels with diverse teams which include IT experts, non-IT professional engineers, finance, HR and government services experts
    Technical expertise regarding business intelligence, data governance, and data access/storage

DESIRED QUALIFICATIONS

  • Experience using BI for the benefit of California state government agencies or departments
  • Applied experience with one or more business intelligence tools such as Tableau, PowerBI, SAS, etc.

EDUCATION, CERTIFICATION, TRAINING & EXPERIENCE

  • Bachelor’s degree in Economics, Computer Science, Information Management or Statistics (Master’s preferred)
