Senior Business Solutions Analyst

Position Description:

Client: State of CA

Location: Sacramento, CA (Hybrid – onsite work required)

· Two days a week in office required. Client will select which days of the week.

· Must live within 60-90 miles minimum from location

Requirements:

· Able to demonstrate strong communication skills, including the ability to:

o Effectively present complex technical concepts to diverse audiences

o Write clear, concise reports and documentation

o Collaborate with cross-functional teams and stakeholders

· Demonstrated experience in leading technical conversations with various stakeholder groups.

· Translation of business and functional requirements into technical requirements for Data Warehousing efforts.

· Demonstrate through direct hands-on, recent practical experience in the areas identified with specific examples.

· Advanced knowledge in data management and data warehousing concepts such as Kimball, Snowflake, Star and Hybrid schemas

· Proficiency in structured analysis principles and methods for large-scale data systems

· Strong systems analysis skills, including requirements gathering and specification development

· Experience with modern data modeling and design tools

· Knowledge of enterprise data architecture and integration strategies

· Familiarity with data governance and quality management practices

· Understanding of business intelligence and analytics processes

· Ability to conduct cost-benefit analyses for data warehouse initiatives

· Proficiency in designing and documenting complex data systems

· Experience with ETL processes and tools in an enterprise setting

· Knowledge of data warehouse design standards, policies, and best practices

· Skill in analyzing and optimizing business processes related to data management

· Understanding of data lifecycle management in large organizations

· Familiarity with cloud-based data warehouse solutions and technologies

· Ability to evaluate and recommend data system development projects

· Experience in leading process improvement initiatives for IT and data functions

· Knowledge of current trends in data technologies and their business applications

· Knowledge of Oracle ADW product and features

Key Duties/Responsibilities:

· Lead business and systems analysis for data warehouse solutions, including needs assessment, process improvement, and requirements gathering

· Develop and document functional and technical specifications, translating business needs into system designs

· Create system architecture, scope, and objectives, ensuring integration of all components

· Prepare business cases, cost estimates, and lead the development of requirements and design specifications

· Collaborate with stakeholders to implement solutions, facilitating requirements sessions and documentation

· Oversee data quality, including checks, validation, and troubleshooting performance issues

· Provide post-implementation support and coordinate EDW incident response

· Conduct system testing, including developing test plans and documenting results

Review existing architecture, propose improvements, and ensure security policy compliance.

Mandatory Qualifications:

· Must have eight (8) to ten (10) years of experience applying analytical processes on IT projects.

· Must have a minimum of three (3) years of verifiable experience in database design, development, and warehouse architecture supportive of key duties/responsibilities identified above in an Oracle environment.

· At least three (3) years of experience in the last 6 years as a business and/or systems analyst on a data warehouse project. At least one project should have involved Oracle ADW.

· Five (5) years of experience performing business solutions analysis within the last 10 years

· Excellent communication and collaboration skills to work effectively with technical stakeholders and team members.

· A Bachelor’s degree is required. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Desired:

· Solid understanding of data warehousing concepts and dimensional modeling

· Ability to perform data mapping, data analysis, data cleansing and data validation if needed.
